Pakistan’s adoption of Internet Computer infrastructure has moved from planning to live government applications, according to a new update from DFINITY Chief Business Officer Pierre Samaties.
Samaties said on X that the first major government application built using Caffeine, DFINITY’s AI-powered application development platform, has been running in production for four weeks. He added that a second major government application is expected to go live soon.
He also said Pakistan’s National Messenger application is now “almost feature complete” and ready to move into its next phase.
The update follows a partnership announced in February between the Pakistan Digital Authority (PDA) and the DFINITY Foundation to develop sovereign digital infrastructure in the country. The agreement included plans for a dedicated Pakistan Subnet on the Internet Computer, 1,500 Caffeine licences and a pilot National Messenger application.
The Pakistan Subnet is intended to support national-scale applications while keeping sensitive data and computing within Pakistan. The partnership was presented by the PDA as part of efforts to develop digital infrastructure that can operate with less reliance on foreign cloud providers.
Caffeine allows users to create and deploy applications by describing what they want in natural language, with the platform generating the software. Its documentation says applications built through Caffeine run on the Internet Computer.
The National Messenger has been a key part of the Pakistan-DFINITY programme. Earlier updates indicated that the application had entered testing, with native mobile applications and features including messaging, identity, encryption and audio and video communication being developed.
The latest update suggests the project has progressed further, although details about the first government application, including its name, purpose, number of users and the government agency using it, have not been publicly disclosed in Samaties’ post.
The same applies to the second application, which Samaties said is due to go live soon. No launch date or details about its function were given.
The development gives Pakistan an early opportunity to test AI-assisted application development alongside locally operated digital infrastructure. However, the longer-term impact will depend on how widely the applications are adopted, their performance at larger scale and how the new infrastructure performs under real government workloads.
For now, the focus is on moving from the initial agreement into operational services, with the first government application already in production and the National Messenger approaching its next stage.
