Pakistan’s National Data Governance Policy 2026 is drawing attention to the potential role of decentralised infrastructure in the country’s plans for managing government data, with the Internet Computer Protocol (ICP) emerging as one technology that could be considered for some applications.
The policy, developed by Pakistan’s Ministry of Information Technology and Telecommunication and overseen by the Pakistan Digital Authority (PDA), is designed to establish a framework for how government institutions collect, manage, protect and share data.
The policy has moved from its draft stage towards finalisation following consultations in August. The PDA has stressed that the framework does not propose putting all government information into a single central database. Instead, data would remain with the institution that lawfully holds it, while common standards and controlled data exchange would allow agencies to work together.
Among the policy’s stated priorities are data sovereignty, privacy, interoperability and accountability. The framework provides for government data to remain under Pakistani law, jurisdiction and control, while automated systems making decisions with legal or similarly important effects are expected to provide a route to meaningful human review.
The policy’s approach has prompted discussion about whether decentralised technologies could support parts of this infrastructure.
ICP, developed by the DFINITY Foundation, uses canisters that combine application code and persistent state on a distributed network. Its architecture supports replicated execution, while certified data can allow applications to cryptographically verify that information returned by a query reflects state committed through network consensus.
Internet Identity is another component that could be relevant to digital public services. It allows users to authenticate using passkeys or supported OpenID accounts and creates separate identities for different application origins, a design intended to limit cross-application tracking.
There are, however, important differences between what the Pakistan policy requires and what ICP provides by itself.
Data sovereignty and residency cannot simply be assumed from using a decentralised network. ICP has geographically targeted subnets, including a European subnet whose nodes are restricted to Europe, demonstrating that geographic placement can be part of network design. Developers still need to select an appropriate architecture and demonstrate that it meets the legal and operational requirements of the jurisdiction involved.
Privacy is another consideration. ICP’s own documentation states that canisters provide integrity but do not automatically provide confidentiality for data stored in canister memory. Sensitive or personal information therefore requires appropriate encryption and application-level safeguards.
That distinction matters for any potential government deployment. A distributed ledger or decentralised compute platform could help with areas such as auditability, verification and controlled data exchange, but it would not remove the need for conventional security controls, governance, legal compliance and clear responsibility for data.
The case for exploring ICP is nevertheless gaining attention as Pakistan develops its broader digital infrastructure. The country’s data policy is built around interoperability rather than simply creating another central repository, with the Pakistan Digital Authority describing the model as a federation of existing databases connected through common standards and governed exchange.
The policy also proposes the use of Privacy Enhancing Technologies and a minimum disclosure principle, under which only data required for a specific lawful purpose should be shared.
DFINITY already has experience working with international development organisations on digital infrastructure. In August 2026, the United Nations Development Programme announced a partnership with the DFINITY Foundation to explore sovereign cloud infrastructure and decentralised artificial intelligence for public-purpose digital transformation, including work with governments and public institutions.
The relationship between UNDP and DFINITY is not new. A 2024 partnership focused on using ICP technology and digital identity capabilities for the Universal Trusted Credentials initiative, initially through a pilot in Cambodia aimed at improving financial access for micro, small and medium-sized enterprises.
UNDP has also been examining blockchain applications in public administration more broadly. Its 2026 Blockchain Advisory Group includes DFINITY among organisations exploring applications covering digital governance, public trust, identity and financial inclusion.
For Pakistan, the more immediate question is therefore not whether ICP should replace existing government infrastructure, but whether technologies such as decentralised computing can solve specific problems within the country’s wider digital architecture.
Potential applications could include independently verifiable records, identity-related services, audit trails and infrastructure where multiple government bodies need to exchange information without creating a single database containing every record.
Any such deployment would need to satisfy Pakistan’s requirements around jurisdiction, data residency, privacy, security and public-sector accountability. It would also need to work alongside the country’s planned data exchange infrastructure rather than assuming decentralisation is a substitute for institutional governance.
Pakistan’s policy process is still focused on implementation details and stakeholder input. The PDA has said the final framework will include phased implementation and capacity-building measures.
That leaves room for different technologies to be assessed against individual government requirements. ICP may offer some of the technical characteristics relevant to that discussion, particularly verifiable computation, distributed execution and digital identity, but whether it becomes part of Pakistan’s public digital infrastructure will depend on practical testing, regulatory approval and the ability to meet the country’s sovereignty and data protection requirements.
