TokenList.ing expands from launchpad to onchain capital formation record

ICPanda, the team behind TokenList.ing, has announced a broader direction for the platform, moving beyond its original role as a Continuous Clearing Auction (CCA) launchpad towards a system designed to track projects throughout their fundraising and development lifecycle.

The platform’s stated focus is now “verifiable capital formation”, with TokenList.ing intended to preserve information about what a project promises, what it discloses, how funds are raised, what is subsequently built and what evidence exists along the way.

TokenList.ing describes itself as an onchain token infrastructure platform, with features including CCA launches, permanent token metadata, cross-chain issuance and onchain governance. Its website says ICP provides the coordination and storage layer, while support extends to EVM networks and Solana.

Under the new model outlined by ICPanda, individual projects would have a persistent record containing structured disclosures, asset information, project commitments, evidence, offerings and regulatory workflows. The aim is to keep this information available beyond the initial token launch rather than treating a fundraising page as a temporary record.

The company is also positioning the platform around regulatory developments in the United States. TokenList.ing has selected the US Securities and Exchange Commission’s proposed Regulation Crypto Assets as its first regulatory sandbox and says it has submitted feedback to the SEC on the proposal.

The SEC published its Regulation Crypto Assets proposal on 18 August 2026. The proposal would establish a tailored offering regime for certain investment contracts involving crypto assets, including exemptions for offerings of up to $5 million over four years and up to $75 million during a 12-month period, subject to specified conditions and disclosure requirements.

The SEC proposal remains just that, a proposal, and the regulatory framework could change during the rulemaking process. The commission has set a 60-day period for public comments following publication in the Federal Register.

TokenList.ing’s approach is built on the Internet Computer, which the company says allows project records to remain available onchain over the longer term. It also points to Chain Fusion and threshold cryptography as part of the technical architecture supporting its approach.

The platform’s existing infrastructure already uses ICP for coordination and permanent storage, while its stated multi-chain model allows projects to issue assets on EVM-compatible networks, Solana or ICP.

For projects raising capital, the proposed model could provide a way to connect fundraising information with later project activity. For investors and other participants, the value would depend on the quality, accuracy and completeness of the information recorded.

That distinction is important because an onchain record can preserve information, but it does not by itself establish that claims made by a project are accurate or that a project will deliver on its commitments. The usefulness of such a system would therefore depend on how disclosures are verified, how evidence is recorded and how regulatory requirements are applied in practice.

TokenList.ing’s expansion comes as US regulators continue to develop their approach to digital asset markets. The SEC’s current proposal covers tailored disclosure and offering arrangements for certain crypto asset investment contracts, while retaining antifraud and antimanipulation requirements.

ICPanda says the broader objective is to move from recording a token launch to maintaining a longer-term record of a project’s commitments, capital formation and evidence. The company’s stated direction marks a change in emphasis for TokenList.ing, while its existing CCA launchpad and multi-chain token infrastructure remain part of the platform.
