Civic Reporter, a new grassroots-focused app developed by Prabhat Chhirolya, is helping residents report local civic problems with greater speed and clarity. Built using Caffeine AI, the platform combines automation with a simple user interface to make community-led reporting more accessible and transparent.
The app features an auto-fetching system that retrieves local elected representatives’ details including name, photo, location, email ID, and social handles with claimed 100 per cent accuracy. This information is used to create a visual report and a downloadable NFT certificate that documents the issue, providing both a record and a tool for sharing. While not an official government document, the certificate is intended to raise visibility and promote accountability through public engagement.
Built on the Internet Computer Protocol (ICP), and powered by Caffeine AI’s on-chain intelligence, the app allows users to report issues such as potholes, waterlogging, broken streetlights, illegal dumping, and more. The system pulls in location data and offers optional fields to add local MLA or MP details, giving the report added context. Users can upload photos of the issue, leave comments, and update the status if the problem is resolved.
One Navi Mumbai user successfully used the app to report and document an illegal parking issue. After following up via a municipality office and social media, the user was able to confirm resolution with photo proof shared through the app.
Chhirolya, who developed the app independently, credits Caffeine AI’s capabilities for helping to automate key features. He is now seeking input on how to improve the tool and scale its use. Donations are also welcomed to support ongoing maintenance.
Civic Reporter positions itself as a citizen-first platform, encouraging participation without needing official channels. It offers a reminder that local action, backed by technology, can lead to visible results.
Dear Reader,

We’re not backed by sponsors. We rely on readers like you.
If you find value in what we publish—whether it’s deep dives into dApps, explainers on decentralised tech, or just keeping track of what’s moving in Web3—please consider making a donation. It helps us cover costs, stay consistent, and remain truly independent.
Your support goes a long way.
